If he's not an anime character, I'm pretty sure he's a game character. I'd hoped he would have been tagged heterochromia in the DB... didn't see him on the list. :/

First, I have seen many versions of this same picture: Black&White versions, White hair, No heterochromia…

The version without heterochromia has been tagged as "Cloud" on AnimeGalleries. Actually he looks similar to Cloud Strife from Final Fantasy; but since it's a user-made gallery, this hypothesis must be considered with prudence.
