So I found Ina☆koi ! ~ Oinarisama to Motemote no Tatari ~, and a download link for it, but it's only in Japanese. I was wondering if there was a translation patch or a fantranslation in progress somewhere for this game.

Currently no.
This VN and its fandisc are only available in Japanese as far as I know. If it gets a translation or a fan translation starts working on it VNDB and Visualnoveler will have all the information about it you will need
