Who is this? No copyright name or source. Seems to be an original character for all intents and purposes. Only source I could find for this specific image is an image set by Mashue that's typically titled ＂Website CG rip＂: https://e-hentai.org/g/23917/dd293f99b1/

The only tags you can find in it that point to any established characters mention Yuki Nagato and Lucky Star. So any image that doesn't relate to either of them would basically be an OC.
