Although what Regret says is quite true, it might still be a good idea!
What you'd need is a really quirky personality for the character.

I agree with Fuyu and Regret on that one, needs a little more background. For character development you will want to think of any mannerisms that she'll have and incorporate those into the background. If you want her to be a character that doesn't remember anything, make it interesting and give her some unconscious habits that can be explained from her past. Another thing you may want to do is draw/photoshop her, the pic you posted looks nothing like something coming out of a primitive technological society and nothing like a ninja (no offense, just not believable). Make her look less like she's at a ball and more like she's on standby for a mission.

Well, Naruto doesnt look like a ninja either, they just gave him a headband and stuck a knife in his mouth. And weird boot-shoes.

One thing to remember in character development is not the make the character perfect. Give her a character flaw or two. It could be completely random, like not being able to swim, or something. Or maybe she keeps to herself, and that others dont know her past, anything.

Consider for a moment her clothes in the pic, they're too poofy frilly to be anything other than occasional wear clothing to a ninja. That's why I'm saying it's not believable. Yes, Naruto doesn't look much like a ninja but his clothes function. they wouldn't get in the way or give much in the way of a disadvantage if kunai were flying everywhere.
