This looks like it could be an OC but the op has their twitter suspended

According to the Danbooru upload, which contains the Twitter post's description:

Second sentence means ＂Who's the Idol Character 2＂. It looks like this is supposed to be a sort of game where you're supposed to figure out who it is in the fake Cinderella Girls card.

With this in mind, an anon on the Gelbooru upload says this is Neko from K Project. I would agree with them based on the eye colors and the general look of her hair, but this is subjective.
If not her...then yes, it's basically an OC.
