Yeah. This anonymous user amazes me with their requests every now and then precisely for that reason; because it makes me wonder just when and where do they come across obscure stuff like this.

I say that because scrolled through a few lists of all Suikoden characters, as well as art of Tir Mcdohl on popular image boards and there doesn't seem to be anything with that character, but you can see here that they're most definitely from the same shot. And the white overlay on top makes me lean towards it being a banner or background for an announcement so you'd be able to see text on top of the characters.

I feel like it might just be something like a banner for some a community page and this is either art made specifically for that, with different characters that might have nothing to do with eachother drawn in the same illustration. They're most definitely the same image since the girl's hair and arm are present in the image from the thread you linked and the align perfectly on top of eachother. It doesn't look photobashed at all and as you said, she doesn't seem to be a Suikoden character. I wonder where the image is cropped from for most of the images I can't find, but I guess we might or might not ever know.

What confuses me is that she doesn't seem to be a Suikoden character. It looks like official art (and to be fair Tir McDohl shouldn't have much fanart of him to start with, hey!) but nowhere do I find a group art of him with a girl that looks remotely like her.

I can't help but feel like that's another portion of the same image as in this thread. But I can't find the original no matter what.

The closest resemblance I could find is Manaka Takane (Love Plus), but I can't seem to find the source image after many attempts at colour correction, so I can't be 100% sure.
