His internet is ok and he can load all other sites. He tried entering from his mobile and succeeded but the site does not load on his computer.

It's more likely something specific to his computer, or home Internet.
Does his computer use some sort of Internet filter, or have security/privacy settings set extremely high?

He changed his IP and it fixed. I guess the problem was from his internet the providers are not really great in our country.
