Who is this? I tried reverse image searching and found people passing her as their OCs or something.

This image goes all the way back to 2007. From what I can tell this design doesn't correspond to any specific character or franchise. There are also literally no other images of this character out there; she'd be easy to tell apart due to the sword and the kanji on the side of her head.

I'm willing to say original character.
