Bates is the lead scientist of all Devil-beast research at the Samuelson Labs in New Jersey. As a part of his research, he travels to Japan to observe the Devil Beast transformations and battles.
He explains to the HA that his research proves that Devil-beasts are not evil, and that he sympathizes with them.
During Jun's battle with a Supageru she is saved by Devil Man Bates. Devil Man Bates is the first devil-beast before Jun to retain human faculties.
