| Who is this? Include manga name if possible. | This is speculative rather than a clear answer, but my guess is that it's AI art of a character who doesn't exist. Everything links back to various youtube thumbnails which is the same video dubbed in different languages where an AI summarises a manga which according to comments has nothing to do with the thumbnail. |
