Born December 17, 1978, 20 years old (as of 1998). She joined the force after graduating from high school and was assigned to Division 2. She has a cheerful personality and is sociable. She happens to have a strong sense of justice and does not hesitate to take on dangerous missions when ordered by Gotou. She is a pacifist who tries to minimize the use of force in her work, but she can also show belligerence depending on the situation. Aside from her excessive emotional attachment to Ingram Unit 1, she is a relatively sensible person among the eccentric members of Division 2. Perhaps because she has a complex about her own mediocrity, she sometimes feels intimidated when she first meets outstanding members of the same gender, like Kanuka and Kumagami. She and her partner, Asuma, have a more intimate relationship than just coworkers, but she hasn't realized any romantic feelings.

　She is highly skilled at piloting the Ingram, and has won many battles against machines with specs that exceed the Ingram's using her delicate handling and natural quick thinking. However, she's inexperienced with software, and her shooting accuracy is not as good as Oota's due to the fact that she does not like to fire weapons regularly.

　As mentioned above, she has a deep affection for Ingram Unit 1, and named it 'Alphonse' (this is absent in the 'manga' only). The name 'Alphonse' was taken from her childhood dog. Ingram Unit 1 is Alphonse III, the first being the aforementioned pet dog, and the second being her pet cat (from 'Patlabor 1' movie). She often polishes Ingram Unit 1's body when she is off duty. Because of her deep affection for Ingram Unit 1, she has often shown an attitude unbecoming of a police officer, such as hating hand-to-hand combat that would damage its body, or being overly agitated when the introduction of a replacement is brought up. However, she gradually overcomes these aspects as she performs her duties in Division 2.

Her parents run a liquor store in Tomakomai, called 'Izumi Sake Shop'. Due to her father's influence, she is a heavy drinker. However, when she gets drunk, she becomes a crybaby (from 'NEW OVA'). When she was a student, she was a member of the girl's basketball club (from 'manga', 'TV anime').

In the fall of 2001, she and her partner Asuma Shinohara were transferred to the equipment development division of the head office, and relocated to Shinohara Heavy Industries, where they worked as test pilots for a new unit model (from 'Patlabor 2' movie). At this time, she started wearing ear piercings, and in response to Gotou's call, she says to Asuma, ＂I don't want to encourage the side of me who's just someone who loves Labors＂, expressing her feelings.
