Well Kizarou does travel at the speed of light and its not like Minato can teleport freely so I will say this:
in terms of going from a place to another if Minato was to prepare before doing it he should be faster but if we are talking about speed in combat Kizarou should be considered a lot faster since Minato uses marked kunai in order to teleport in combat and i dont suppose that he could throw a kounai at the speed of light, right? Actually consider what I said wrong, even out of combat Kizarus speed should be like teleportation as long as we are talking about "earthly" distances, I mean yeah! there would still be a small difference but it would fragments of seconds so small that they would not be noticable even for a ninja like Minato.

Minato uses a teleportation jutsu, he himself is not all that fast to be honest.
Sure he can change from 1 spot to the other thanks to teleportation but he cant keep moving at full speed like Kizaru can.

So this really depends on how you define faster, actual movement speed Kizaru moves at the speed of light but if Minatu first places a mark on a location super far away he can get there instantly but with way less control and freedom.

Yoko is 14, winy, annoying, and surrounded by crappy chars in a horribly written series... not even worth watching the whole way through... therefore, buxom or not, she's not that hot.
C.C. on the other hand is well over a hundred years old, rather fickle, can grant superpowers, and is from a well written, unpredictable, positively addictive series that you just can't put down... I agree, and I completely loved both the air gear anime and manga.
Unfortunately the manga ended quite lame in my opinion. And same can be said about the Tenjou Tenge manga ( by the same author ).
It's a shame that an author can write such entertaining stories but then fails at finishing them up nicely.
