Issei for sure, once he learns using the multiple chesspieces while in his new dragon mode he becomes so retarded devastating. Also worth noting that his half human/half-demon body later becomes a dragon/demon body due to his body being reconstructed after losing it. I am quite a fanboy over Natsu so don't get me wrong but Issei trains way more and accomplishes way more than Natsu ever will at this rate.
