Vali for sure, I agree with most Dragon ball watchers that Bills has way more raw power ( most likely ) than Vali.
However Vali's power is taking half of the power of his opponent and adding it to his own. After using it one time Vali would already be stronger than Bills, using it multiple times is just overkill.
