uhmmm, well Kurumi already kicked Touka's ass and Touka even had backup during that time.
I'd say Touka has way more raw power and can win if she plays it smart but judging only on what is shown in the anime Kurumi has more combat experience and with her sneaky way of doing things and her spam of clones I'd say in the state they are when the anime ends Kurumi would win.
Ofcourse it might be totally different later on in the light novel or in a season 2 of the anime.
